Changi Airport Food 2026: T1 to T4 Public Area, Food Courts First

By Changi Food Map · Published

Diners at tables around the water feature in the revamped Kopitiam food court, Changi Airport Terminal 3 Basement 2

Anyone can eat at Changi Airport without a boarding pass: every terminal has food in its public area, before immigration. The cheapest sit-down meals are the food courts, Kopitiam at T3 Basement 2 (open 24 hours) and Kopitiam at T4 Level 2M (5am to 11pm), plus two staff canteens at T1 and T2 that the public may use.

Units, levels and hours below are from Changi Airport’s dining directory, checked on 7 November 2026. Prices come from dated reviews; "++" means service charge and GST are added.

How the public area works

Terminal 3: Kopitiam in Basement 2 is the big one

Kopitiam, T3 Basement 2, #B2-03 and #B2-10(A), public area, open 24 hours. The largest public food court in the terminals reopened in December 2024 as a 30,000 sq ft space shared with FairPrice Finest (7am to 10pm). Changi says it has 29 stalls, from wanton mee and herbal bak kut teh to Nasi Lemak Ayam Taliwang and Monster Chilli mala. Eatbook priced the Nasi Lemak Ayam Taliwang at $8.90 in August 2026. MUIS lists several halal-certified stalls here, including Cinta Hainanese Chicken Rice and Saayang Sayang Nasi Padang.

Basement 2 has much more around the food court:

Upstairs, the Level 3 restaurants suit a sit-down meal: Paradise Dynasty (#03-32, 10:30am to 11pm), RASAMALA (#03-21, 11am to 10pm), Central Thai (#03-30/31) and Korea Culture (#03-33, 10:30am to 10:30pm). Bikanervala on Level 4 (#04-01, 9am to 11pm) is all vegetarian Indian. On Level 2, NamNam (#02-91) does pho and banh mi from 7am to 10pm. The Pokémon light and snow show runs at T3 every evening until 3 January 2027, so B2 suits a meal before or after.

Terminal 2: no Kopitiam, but a staff canteen and a full viewing mall

T2 fully reopened on 1 November 2023 after three and a half years of works. The 2026 building work is next door: the former CIP terminal by Hub & Spoke is becoming a private terminal, due mid-2027, with more Hub & Spoke dining. T2’s food outlets are open as normal.

The food court here is the staff canteen. Foodies’ Clan, Level 3M above Car Park 2A (#0610-ASC), is listed in Changi’s directory as a public-area food court open 7am to 8pm daily. Eatbook paid $5.50 for chicken rice in September 2025, and reported shorter hours than Changi lists. How to find it is in our staff canteen guide.

Swee Choon in the T2 Arrival Hall runs 24 hours. Big Bao $2.80++ (Eatbook, October 2026).

Terminal 1: Viewing Mall restaurants and the Orchis canteen

T1 has no Kopitiam. Its budget option is Orchis Cafeteria, the T1 staff canteen in Basement 1 (#B1-12A), open to the public 7am to 8pm according to Changi. Take lift 8, 9 or 26 near check-in row 13 down to B1.

The Level 3 Viewing Mall is where most people eat:

Char kway teow, nasi lemak and Penang dishes from Penang Culture, Changi Airport Terminal 1 Viewing Mall
Penang Culture, T1 Level 3. Open until midnight.

On Level 1, Ma Mum To Go (#01-K23) serves halal local food around the clock and VE/LA (#01-K22, 7am to 11pm) does specialty coffee and matcha. Heavenly Wang on Level 2 (#02-04) is open 24 hours. T1 Arrival leads straight into Jewel, whose Food Republic food court (B2) opens 8am to 10:30pm (11pm Friday and Saturday); see our Jewel food guide.

Terminal 4: Kopitiam on Level 2M

Kopitiam, T4 Level 2M, #02-205, public area, 5am to 11pm daily. MUIS lists halal-certified stalls here including PX Hainanese Chicken Rice, Seabay Delights Hokkien Mee, Singapore Nasi Kandar, Korean Cuisine Sanchon and Saayang Sayang Nasi Padang. Andes by Astons, GO Noodle House and PappaRich are next to it.

Level 1 Arrival has Ma Mum and Paris Baguette (both 24 hours), Roost (#01-10, 10am to 10pm) and ZUS Coffee. Starbucks and O’Coffee Club on Level 2 are both open 24 hours. Older guides mention a T4 Food Emporium; Changi’s directory now lists Kopitiam instead.
